that topic is highly debated, but the desricptions in Melee and Brawl state that she is
Shiek is merely a costume constructed by magic, the only things we know Zelda changed when she assumed the persona of Sheik is her skin, eye, and hair color
so it may or may not be that she was capable of executing a genderswap through the use of magic



the common standing is that Sheik is female, but is disguised further with the appearance of a young Sheikah boy

well Sheik technically only appeared in Ocarina of Time where she escaped, hence changing hair color with magic only applies to the Zelda of Brawl
